digit\u00e1ln\u00ed v\u011bk\u201d, prohl\u00e1sila, \u017ee \u201cka\u017ed\u00fd ob\u010dan, ka\u017ed\u00fd zam\u011bstnanec a ka\u017ed\u00e1 firma by m\u011bli m\u00edt stejnou p\u0159\u00edle\u017eitost t\u011b\u017eit z digitalizace.\u201d Toto prohl\u00e1\u0161en\u00ed bylo u\u010din\u011bno pot\u00e9, co Evropsk\u00e1 komise vydala sd\u011blen\u00ed \u201cUtv\u00e1\u0159en\u00ed digit\u00e1ln\u00ed budoucnosti Evropy\u201d. Tento dokument byl p\u0159ijat, aby se zab\u00fdval obavami o ochranu pr\u00e1v jednotlivc\u016f v digit\u00e1ln\u00ed sf\u00e9\u0159e, rychl\u00fdm pokrokem um\u011bl\u00e9 inteligence a nezbytnost\u00ed datov\u00e9 strategie EU pro zpracov\u00e1n\u00ed obrovsk\u00e9ho mno\u017estv\u00ed dat produkovan\u00fdch podniky a ve\u0159ejn\u00fdmi subjekty. V d\u016fsledku toho Komise v roce 2020 zah\u00e1jila \u201cDigit\u00e1ln\u00ed strategii\u201d s n\u00e1zvem \u201cUtv\u00e1\u0159en\u00ed digit\u00e1ln\u00ed budoucnosti Evropy\u201d, jej\u00edm\u017e c\u00edlem je dos\u00e1hnout digit\u00e1ln\u00ed suverenity EU a zav\u00e9st standardy v r\u016fzn\u00fdch oblastech, v\u010detn\u011b digit\u00e1ln\u00edch slu\u017eeb, digit\u00e1ln\u00edho trhu, um\u011bl\u00e9 inteligence, evropsk\u00e9 pr\u016fmyslov\u00e9 strategie a dal\u0161\u00edch.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">B\u011bhem posledn\u00edch p\u011bti let Evropsk\u00e1 komise roz\u0161\u00ed\u0159ila svou strategii stanoven\u00edm n\u011bkolika c\u00edl\u016f, kter\u00e9 zahrnuj\u00ed ve\u0159ejn\u00fd i soukrom\u00fd sektor. V roce 2021 Komise zah\u00e1jila \u201cEvropskou digit\u00e1ln\u00ed dek\u00e1du\u201d, udr\u017eiteln\u00fd pl\u00e1n pro digit\u00e1ln\u00ed spole\u010dnost, kter\u00fd se sna\u017e\u00ed pos\u00edlit postaven\u00ed ob\u010dan\u016f a podnik\u016f v r\u00e1mci politick\u00e9ho programu \u201cDigit\u00e1ln\u00ed kompas 2030\u201d, kter\u00fd zase podporuje digit\u00e1ln\u00ed transformaci ekonomiky a spole\u010dnosti EU. Org\u00e1ny EU vzaly v \u00favahu mal\u00e9 a st\u0159edn\u00ed podniky. V roce 2019 vyu\u017e\u00edvalo 40% spole\u010dnost\u00ed k prodeji sv\u00fdch produkt\u016f online tr\u017ei\u0161t\u011b a 90% platforem p\u016fsob\u00edc\u00edch v EU byly podle Eurostatu mal\u00e9 a st\u0159edn\u00ed podniky. Jak ji\u017e bylo zm\u00edn\u011bno, strategie Evropsk\u00e9 komise, zah\u00e1jena v roce 2020, se zab\u00fdvala n\u011bkolika oblastmi. N\u00e1sledn\u011b Evropsk\u00fd parlament a Rada Evropsk\u00e9 unie uz\u00e1konily souvisej\u00edc\u00ed p\u0159edpisy pro ka\u017edou z t\u011bchto oblast\u00ed. Pokud jde o mal\u00e9 a st\u0159edn\u00ed podniky, EU ratifikovala \u010dty\u0159i legislativn\u00ed n\u00e1stroje:\u00a0<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Evropsk\u00e1 pr\u016fmyslov\u00e1 strategie (2020) usiluje o podporu zapojen\u00ed mal\u00fdch a st\u0159edn\u00edch podnik\u016f do jednotn\u00e9ho trhu a urychlen\u00ed zelen\u00e9ho a digit\u00e1ln\u00edho p\u0159echodu pr\u016fmyslov\u00fdch odv\u011btv\u00ed.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Z\u00e1kon o digit\u00e1ln\u00edch slu\u017eb\u00e1ch (2022) usiluje o zv\u00fd\u0161en\u00ed transparentnosti intern\u00edch proces\u016f online platforem.\u00a0\u00a0<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Z\u00e1kon o digit\u00e1ln\u00edch trz\u00edch (2022) usiluje o to, aby podniky m\u011bly p\u0159\u00edstup ke konkr\u00e9tn\u00edm \u00fadaj\u016fm, kter\u00e9 jsou uchov\u00e1v\u00e1ny.\u00a0\u00a0<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Evropsk\u00fd z\u00e1kon o \u00fadaj\u00edch (2024) usiluje o stanoven\u00ed spravedliv\u00fdch, praktick\u00fdch a jasn\u00fdch pravidel pro p\u0159\u00edstup k \u00fadaj\u016fm a jejich pou\u017e\u00edv\u00e1n\u00ed.<\/span><\/li><\/ul><p><span style=\"font-weight: 400;\">Nejv\u00fdznamn\u011bj\u0161\u00ed inovace pro mal\u00e9 a st\u0159edn\u00ed podniky v\u0161ak byly p\u0159edstaveny sd\u011blen\u00edm Komise \u201cStrategie mal\u00fdch a st\u0159edn\u00edch podnik\u016f pro udr\u017eitelnou a digit\u00e1ln\u00ed Evropu\u201d a p\u0159ijat\u00e9 dne 10. b\u0159ezna 2020. Strategie byla zah\u00e1jena v kontextu Evropsk\u00e9 zelen\u00e9 dohody, digit\u00e1ln\u00ed dek\u00e1dy a dal\u0161\u00edch opat\u0159en\u00ed EU k dosa\u017een\u00ed dvojit\u00e9ho digit\u00e1ln\u00edho a zelen\u00e9ho p\u0159echodu. Zde se \u0159e\u0161\u00ed t\u0159i z\u00e1kladn\u00ed pil\u00ed\u0159e.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">ZVY\u0160OV\u00c1N\u00cd KAPACITY A PODPORA POSUNU K UDR\u017dITELNOSTI A DIGITALIZACI <\/span><span style=\"font-weight: 400;\"><br \/><\/span><span style=\"font-weight: 400;\">Tato iniciativa je navr\u017eena tak, aby vybavila mal\u00e9 a st\u0159edn\u00ed podniky praktick\u00fdm \u0161kolen\u00edm a p\u0159\u00edle\u017eitostmi k pos\u00edlen\u00ed jejich dovednost\u00ed, v\u011btn\u011b kr\u00e1tkodob\u00fdch kurz\u016f o digit\u00e1ln\u00edch a nov\u011b vznikaj\u00edc\u00edch technologi\u00edch, jako je AI, blockchain a IoT. Tyto iniciativy jsou financov\u00e1ny prost\u0159ednictv\u00edm programu DIGITAL. Krom\u011b toho mohou mal\u00e9 a st\u0159edn\u00ed podniky t\u011b\u017eit z kvalifikovan\u00e9 pracovn\u00ed s\u00edly prost\u0159ednictv\u00edm iniciativy Digit\u00e1ln\u00ed dobrovoln\u00edci (zah\u00e1jen\u00e9 v roce 2020). Tento projekt m\u00e1 za c\u00edl zv\u00fd\u0161it digit\u00e1ln\u00ed kompetence zam\u011bstnanc\u016f mal\u00fdch a st\u0159edn\u00edch podnik\u016f poskytov\u00e1n\u00edm mentorstv\u00ed od v\u011bt\u0161\u00edch korporac\u00ed.<\/span><\/p><p><span style=\"font-weight: 400;\">ZLEP\u0160EN\u00cd REGULA\u010cN\u00cdHO TLAKU A USNADN\u011aN\u00cd P\u0158\u00cdSTUPU NA TRH <\/span><span style=\"font-weight: 400;\"><br \/><\/span><span style=\"font-weight: 400;\">Tento pil\u00ed\u0159 zd\u016fraz\u0148uje v\u00fdznam usnadn\u011bn\u00ed p\u0159eshrani\u010dn\u00edch obchodn\u00edch operac\u00ed v r\u00e1mci jednotn\u00e9ho evropsk\u00e9ho trhu a jeho p\u0159\u00edpadn\u00e9ho roz\u0161\u00ed\u0159en\u00ed do cel\u00e9ho sv\u011bta. Pro mal\u00e9 a st\u0159edn\u00ed podniky je st\u00e1le d\u016fle\u017eit\u011bj\u0161\u00ed roz\u0161\u00ed\u0159it sv\u016fj dosah za hranice sv\u00fdch st\u00e1t\u016f. Instituce EU se d\u00e1le zavazuj\u00ed poskytovat podnik\u016fm aktu\u00e1ln\u00ed informace o z\u00e1konech o \u00fa\u010detnictv\u00ed, da\u0148ov\u00fdch p\u0159edpisech a dal\u0161\u00edch.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">ZV\u00dd\u0160EN\u00cd P\u0158\u00cdSTUPU K FINANCOV\u00c1N\u00cd<\/span><span style=\"font-weight: 400;\"><br \/><\/span><span style=\"font-weight: 400;\">V r\u00e1mci \u201cEvropsk\u00e9ho programu pro mal\u00e9 a st\u0159edn\u00ed podniky\u201d (COSME) \u2013 fondu na ekonomickou podporu iniciativ, kter\u00e9 pom\u00e1haj\u00ed mal\u00fdm podnik\u016fm v p\u0159\u00edstupu na nov\u00e9 trhy \u2013 bude EU podporovat:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Mo\u017enosti financov\u00e1n\u00ed pro mal\u00e9 a st\u0159edn\u00ed podniky p\u0159eklenuj\u00edc\u00ed soukrom\u00e9 a ve\u0159ejn\u00e9 syst\u00e9my financov\u00e1n\u00ed.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">P\u0159\u00edstup k relevantn\u00edm a aktualizovan\u00fdm informac\u00edm o finan\u010dn\u00edch n\u00e1stroj\u00edch.\u00a0<\/span><\/li><\/ul><p>\u00a0<\/p><p><span style=\"font-weight: 400;\">V roce 2023 p\u0159edstavila Evropsk\u00e1 komise bal\u00ed\u010dek pomoci mal\u00fdm a st\u0159edn\u00edm podnik\u016fm, jeho\u017e c\u00edlem je podporovat p\u0159\u00edzniv\u011bj\u0161\u00ed podnikatelsk\u00e9 prost\u0159ed\u00ed na cel\u00e9m jednotn\u00e9m trhu.
